Emergency Exercise Strengthens Readiness Through Real-World Training

When an emergency occurs, preparation, coordination and communication are critical. That’s why the Toronto Port Authority regularly conducts emergency exercises designed to test response plans, strengthen partnerships and ensure teams are ready to act when it matters most.

On September 26, the Toronto Port Authority carried out its Transport Canada-mandated full-scale emergency exercise at Billy Bishop Toronto City Airport, bringing together approximately 150 participants from across the aviation, marine and emergency response sectors for a realistic, high-pressure training scenario.

Months of planning went into the exercise. The Toronto Port Authority’s Emergency Preparedness team worked closely with partner agencies to develop a detailed incident scenario, coordinate resources and create an environment that closely reflected the conditions responders could face during a real emergency. Volunteer role players, including Air Cadets, helped bring the scenario to life, while vessels and specialized response equipment were deployed throughout the exercise.

The training involved a wide range of partners, including Toronto Fire Services, Toronto Police Service and Marine Unit, Toronto Paramedic Services, NAV CANADA, airline representatives and airport stakeholders. Together, participants tested emergency protocols, communications systems, decision-making processes and coordinated response procedures in real time.

While the exercise was designed to challenge responders, its true value extends beyond testing plans and procedures. Training together allows organizations to build the relationships, trust and operational familiarity that are essential during an actual emergency. By working through complex scenarios in a controlled environment, agencies strengthen their ability to communicate effectively, deploy resources efficiently and respond as a unified team.

For an airport operating in a dynamic waterfront environment, collaboration is especially important. Exercises like this help ensure that aviation, marine and emergency response partners remain ready to work together seamlessly in support of public safety.
